European Treaties

The rules arising from the Directives provide for various procedures such as:

  • open or restricted tendering
  • specified timescales
  • published criteria for selection of candidates
  • published criteria for award of contract

It should be emphasised that all contracts, however small, are subject to the EC Treaty Rules.

These Treaty Rules give rise to four main principles which must be observed by the purchasing organisations at all times.

These four rules are set out in the principles of public procurement.
