Procurement Rules in Northern Ireland and Ireland

The Public Procurement regime is a highly regulated one.

Government Departments and other public bodies and utilities are responsible for ensuring that they comply appropriately with the wide range of legal obligations which apply to them.

These include:

  • EC Treaty and other international obligations, such as the WTO Agreement as implemented in UK and Irish legislation or by virtue of direct effect
  • EC Procurement Directives as implemented by Regulations made by HM Treasury and the Department of Finance in Ireland
  • Government Guidelines
  • Contract and commercial law in general
