HM Treasury – Environmental Strategies and Value for Money (VFM)
The HM Treasury Note entitled “Environmental Issues in Purchasing” states that the value for money test should always be applied to products selected as a result of competitive tender. This is regardless of whether or not any environmental conditions were specified.
Where environmental strategy affects a specification, tenders should be evaluated with consideration given to the environmental considerations.
Where no environmental conditions are specified, purchasers should take note of the relevant requirements of the environmental strategy.
Suppliers should be aware that there will in future be even greater emphasis on the use of “green” products and services.
There will be an increase in demand for goods and services that adopt environmental management measures.
